Michael J. Wootten - Acting Associate Administrator, Congressional Affairs

Michael J. Wootten was named Acting Associate Administrator for GSA’s Office of Congressional and Intergovernmental Affairs effective January 20, 2009.

Wootten has served as that office's chief legal advisor and agency legislative counsel as a member of GSA Office of General Counsel.  In the Office of General Counsel, he served first as special counsel to the general counsel and then senior assistant general counsel, for almost 20 years.  Additionally, he has been counsel to the Public Buildings Service, the Office of Governmentwide Policy and the Office of the Chief Financial Officer. 

Before joining GSA, Wootten spent three years in the U.S. Department of Justice Civil Division, where he was assistant director of the Office of Policy and Legislation and special assistant to the assistant attorney general.  One of his accomplishments as special counsel was assisting in the confirmation of Justice Anthony Kennedy to the U.S. Supreme Court. Before leaving Justice to join GSA, he served briefly as the acting general counsel for the President's Commission on Privatization. 

Wootten began his professional legal career as majority staff counsel to the Committee on the Judiciary of the United States Senate.  As full committee staff counsel, he was responsible for issues of administrative law and procedures, courts and juvenile justice. 

Wootten is a graduate of the Pennsylvania State University Smeal College of Business and the University Of South Carolina School of Law.
