Techniques for Tracking, Evaluating, and Reporting the Implementation of Nonpoint Source Control Measures -- Urban
The initial purpose of the urban tracking guidance was to help Coastal
States and local governments assess the implementation of management measures
required to meet requirements of the Coastal Zone Act Reauthorization
Amendments of 1990 -- specifically the urban management measures and practices
found in Chapter 4 of the "Guidance Specifying Management Measures for Sources
of Nonpoint Pollution in Coastal Waters", EPA 840-B-92-002, January, 1993.
Statistical analyses can substantially reduce the cost to determine the extent
of BMP implementation and effectiveness of operation and maintenance
activities. A statistically-based, accurate inventory of implemented BMPs and
data on their effectiveness is necessary for any effort to correlate BMP
implementation with changes in water quality. Although BMP effectiveness
monitoring is not addressed, it is a logical follow-up to implementation
monitoring.
