About FELC
Who We Are
The Federal Explosives Licensing Center (FELC) is a branch within the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) responsible for licensing explosives manufacturers, importers, dealers, and users, and implementing related legislation. These tasks are accomplished through the efforts of our office located in Martinsburg, WV working in coordination with the bureau's headquarters office in Washington DC and ATF field offices throughout the country.
Our Customers
The Federal Explosives Licensing Center in Martinsburg provides services to the following customers regarding Federal Explosives Licensing:

Current licensees (holders of Federal Explosives Licenses/Permits)

Applicants for licenses (individuals, partnerships, corporations)

ATF personnel making inquiries for investigation/inspection purposes.

Individuals (members of the general public) and businesses making inquiries.

Anyone, internal or external to ATF, making inquiries for information regarding the licensing process. This includes congressional or media inquiries.

Federal, state and local government agencies in regards to licensing matters.
Our Services
The Federal Explosives Licensing Center provides the following services to our customers:

Assists in completing explosive applications.

Assists in complying with applicable laws and regulations.

Reviews submitted applications for explosives licenses/permits and determines the eligibility of applicant.

Issues licenses/permits to our customers on approved explosive applications.

Notifies other applicants of their ineligibility for an explosive license/permit.

Coordinates field inspection of applicants and licensees/permittees.

Participates in the prosecution of violators of the explosives laws by testifying in court.

Verifies a license/permit status to industry members and law enforcement agencies to ensure lawful transactions.

Maintains the federal licensing database.

Responds to inquiries by phone, in writing, or via e-mail on the application process and applicable regulations.

Our Future
We have established a system with the division to address customer concerns, complaints, comments and commendations. We will monitor customer complaints from inception to resolution and use the results to improve our service. In addition, we will periodically conduct surveys to determine how well we are meeting our customer service objectives. We will continuously upgrade and improve the service we provide. We will continue to explore initiatives to improve our service to you.
