The Arbitrator found that the Agency violated the parties' agreement and/or memorandum of understanding (MOU) by changing the number of shifts of employees on alternative work schedules (AWS), and directed the Agency to return to the status quo.
The Authority denied the exceptions. The Authority concluded that the award was not contrary to § 7106(b)(1) of the Statute. The Authority also rejected the allegation that the award failed to draws its essence from the parties' agreement and the MOU.
