The Arbitrator found that the Agency did not violate the parties' agreement, federal law or regulations, or Agency policy by not paying a uniform allowance to employees who are not required to wear uniforms. The Authority denied the Union's exceptions after finding that the award did not fail to draw its essence from the parties' agreement.
