      The appeals in these cases involved the negotiability of proposals concerning the Agency's decision to change employees' work schedules to include a 30-minute unpaid lunch. The Authority found that the proposals in Case No. 0-NG-2576 (Hawaii case) and Case No. 0-NG-2588 (Chicago case), and Proposal 1 in 0-NG-2590 (Philadelphia case) were negotiable at the election of the Agency. In addition, the Authority found that Proposals 2 and 3 in the Philadelphia case affected management's right to assign work under § 7106(a)(2)(B) and were not inconsistent with 5 U.S.C. § 6101. The Authority found these proposals to be outside the duty to bargain.
