      The petition for review concerned four proposals. The Authority found that the proposals were negotiable at the Agency's election under section 7106(b)(1) of the Statute. The petition for review was dismissed.

      The Authority noted that the Union did not contest that its proposals interfered with the exercise of management's rights under section 7106(a). Rather, the Union argued only that its proposals were negotiable under section 7106(b)(1), (2) and (3) of the Statute. The Authority, however, noted that such wholly unsubstantiated allegations have previously been held to be "bare assertions" that the Authority will not address on the merits. The Authority also held that the Union's proposals did not constitute appropriate arrangements under section 7106(b)(3) of the Statute. The Authority concluded that as the Agency did not contest the Union's arguments that the proposals concerned matters contained in section 7106(b)(1) of the Statute, the proposals were negotiable only at the election of the Agency.
