      This case concerned the negotiability of one proposal. The Authority found that the proposal was negotiable at the election of the Agency under section 7106(b)(1) of the Statute. The Authority concluded that the proposal did not concern a classification matter under section 7103(a)(14)(B) of the Statute. The Authority noted that the proposal merely established a staffing pattern and that nothing in the proposal affected the Agency's ability to assure that the work assigned to the positions would be consistent with their grade and classification. The proposal, therefore, did not relate to a classification matter under section 7103(a)(14)(B) of the Statute.

      The Authority also concluded that the proposal was not an appropriate arrangement under section 7106(b)(3) of the Statute. The Authority found that the proposal would excessively interfere with the Agency's right to determine its organization. The proposal also concerned the numbers, types and grades of employees assigned to an organizational subdivision under section 7106(b)(1) of the Statute. The Authority explained that under section 7106(b)(1) of the Statute, proposals relating to the "numbers, types, and grades of employees or positions assigned to any organizational subdivision" a
