Capabilities Statement Request

As part of market research, Ordering Contracting Officers (OCOs) may utilize Capabilities Statement Requests (CSRs) for information and planning purposes. CSR responses will assist the OCO in determining if the 8(a) STARS contract is a good fit for their requirements.

A CSR typically consists of a work synopsis and preferably a work statement which is distributed to the applicable prime contractors. The more detailed a CSR, the more specific the responses are likely to be.

OCOs may disseminate a CSR via email, facsimile, GSA’s e-Buy, commercial mail carrier or other means as prescribed by the OCO’s agency. OCOs are encouraged to allow enough time for the industry partners to respond to CSR requests. A two week response time is recommended to ensure receipt of a detailed response.

Please note: A CSR should not be used for down-selection, it is for market research purposes only. A specimen CSR is available upon request, at which time the Center can help you identify the applicable prime contractors that should receive a CSR.
