Cir. 2004) (Wichita Air Capitol Chapter) (vacating and remanding Ass'n of Civilian Technicians, Wichita Air Capitol Chapter, 58 FLRA 28 (2002)(ACT I), recons. denied 58 FLRA 483 (2003)). The Authority denied the Union's motion finding that the Union failed to establish extraordinary circumstances warranting reconsideration.
