This case came before the Authority on a negotiability appeal filed by the Union under § 7105(a)(2)(E) of the Federal Service Labor-Management Relations Statute. The appeal involved the negotiability of one proposal requiring the Agency to provide a unit employee with a telephone at his cubicle. The Authority found that the proposal was outside the duty to bargain and dismissed the petition for review. The Authority found that the proposal did not constitute an appropriate arrangement under § 7106(b)(3) of the Statute.
