The Arbitrator found that the matter was arbitrable, and that the grievant was not entitled to a retroactive promotion, back pay and interest for the performance of higher-graded duties. Accordingly, the Arbitrator denied the grievance. The Authority denied the Agency's exception and found that the Arbitrator did not make a classification determination contrary to § 7121(c)(5) of the Statute.
