The Arbitrator sustained a grievance alleging that the Agency failed to properly, fairly, and equally pay bargaining unit employees Operational Responsibility Differential Pay in accordance with an Agency regulation. The Authority denied the exceptions. The Authority concluded that the award did not fail to draw its essence from the parties' collective bargaining agreement, that the arbitrator did not exceeded his authority, nor that the award was contrary to law.
