The Arbitrator sustained a grievance alleging that the Agency violated the parties' agreement by denying the grievant mileage reimbursement associated with his detail to an alternate work site. The Authority denied the Agency's exceptions. The Authority rejected the allegation that the award failed to draw its essence from the parties' agreement.
