The Arbitrator denied a grievance over the Agency's refusal to pay permanent change of station moving expenses associated with the relocation of the grievants' official duty stations. The Authority denied the Union's exceptions holding that the award was not contrary to law, that it did not fail to draw its essence from the parties' agreement, nor that it was based on a nonfact.
