The Arbitrator sustained a grievance alleging that the Agency violated the parties' collective bargaining agreement by refusing to grant administrative leave to employees who were prevented from reporting to work because of a snowstorm. The Authority denied the Agency's exceptions.
The Authority rejected the allegation that the award was contrary to law, or Agency regulation. Also rejected were allegations that the award failed to draw its essence from s the parties' agreement, that the Arbitrator exceeded his authority, or that he was biased by retaining jurisdiction.
