Advisory Committee On Voluntary Foreign Aid

WASHINGTON, DC - The Advisory Committee on Voluntary Foreign Aid (ACVFA) was established by Presidential directive after World War II to serve as a link between the U.S. Government and private voluntary organizations active in humanitarian assistance and development work overseas.

Other participants include, Phillip Henderson, James Painter, Daniel Runde, Bill Reese, John Sullivan, British Robinson, and Tam Nguyen.

U.S. Foreign Assistance Reforms and the FY 2008 Budget: Ambassador Randall L. Tobias will speak on the U.S. foreign assistance reforms. Dirk Dijkerman, Chief Operating Officer, and James Painter, Senior Coordinator for Operational Management, in the Office of the Director of U.S. Foreign Assistance in the U.S. Department of State, will provide an overview of the President's fiscal year 2008 foreign assistance budget.

Afghanistan: James Kunder, USAID's Acting Deputy Administrator will speak on USAID's programs in Afghanistan.

Global Development Alliance: Daniel Runde, Director of USAID's Global Development Alliance (GDA) initiative will present an overview of GDA since its establishment in 2001. A discussion moderated by British Robinson with the Office of the Global AIDS Coordinator will follow on lessons learned. Panelists include Bill Reese, ACVFA Member and CEO of the International Youth Foundation, Tam Nguyen with Chevron and Phillip Henderson with the German Marshall Fund.

Global Development Alliance "Excellence Award:" Bill Reese, ACVFA member, and President and CEO of the International Youth Foundation will accept the award as well as a representative from the IYF Board and the Inter-American Development Bank who are partners in the "Entra 21" project. The award is given on annual basis. With $3 million leveraged by USAID and $25 million from other partners, the Entra 21 program has trained 17,000 young people across the Western Hemisphere.


The U.S. Agency for International Development has provided economic and humanitarian assistance worldwide for more than 40 years.
