Treasury Policy Memo Endorses GSA Online Training for GWACs On April 2, 2009, the Department of Treasury issued Acquisition Bulletin No. 09-03 directing all contracting officers and contract specialists in its bureaus who conduct information technology (IT) contracting to complete GSA's online training for Governmentwide Acquisition Contract (GWAC) Overview, 8(a) STARS, COMMITS NexGen, the VETS GWAC and Alliant Small Business. The training is hosted on GSA's Center for Acquisition Excellence website and is free to government and industry.

The Small Business Governmentwide Acquisition Contracts (GWACs) Center manages a diversified portfolio of 8(a), Small, and Service-Disabled Veteran-Owned Small Business (SDVO) set-aside contracts for IT solutions.

These contracts are pre-competed, multiple award contracts with high-quality, small business industry partners. These small business firms specialize in providing innovative, IT solutions to federal agencies worldwide.

Federal agencies may access these unique contract vehicles through a delegation of procurement authority granted by the Small Business GWAC Center. Delegations are simple to obtain and may be granted after completing a brief training session on proper ordering procedures. The Small Business GWAC Center manages four major small business set-aside contract vehicles - the 8(a) STARSCOMMITS NexGenVETS and Alliant Small Business GWACs.
