Water IQC II: Integrated Water and Coastal Resources Management Indefinite Quantity Contract II

The Water IQC II is a task order contract mechanism that can be utilized by USAID field missions, regional bureaus, and USAID’s Washington-based offices to access technical expertise and field support for all aspects of integrated water and coastal resources management. Activities are identified in individual task orders for award among six prime contractors and their consortia based on actual needs by missions and bureaus during the five-year contract period effective September 30, 2004.
The six contractor consortia are led by:
- ARD, Inc. (ARD);
- Chemonics International Inc.;
- Development Alternatives, Inc. (DAI);
- Joint Venture of International Resources Group (IRG) and Tetra Tech, Inc. [IRG as Lead];
- PA Government Services, Inc.; and
- Mendez England and Associates (ME&A).
This IQC utilizes both Cost-Plus-Fixed-Fee and Firm-Fixed-Price competitive task orders to implement programs, except that one small business contractor, ME&A, may be awarded task orders directly without competition.

The objective of the Water IQC II is to provide capacity to respond rapidly to requests for short, medium and long-term technical services aimed at helping carry out the integrated water and coastal resources management aspects of development assistance programs. Integrated water and coastal resources management is a participatory planning and implementation process, based on sound science, which brings together stakeholders to determine how to meet society’s long-term needs for water and coastal resources while maintaining essential ecological services and economic benefits. This approach helps to protect the world’s environment, foster economic growth and sustainable agricultural development, promote democratic participation in governance, and improve health.
