  1. What are Governmentwide Acquisition Contracts (GWACs)?

    GWACs are defined in Part 2 of the Federal Acquisition Regulation (FAR) as task order or delivery order contracts for Information Technology (IT) established by one agency for governmentwide use. Each GWAC is operated by an executive agent designated by OMB pursuant to section 5112(e) of the Clinger Cohen Act. The Economy Act does not apply when placing orders under GWACs. To use GWACs, agencies must obtain a delegation of authority from the GWAC program office.

  2. Where does GSA receive the authority to create a GWAC?

    The administrator of GSA has been granted executive agent designation by the Office of Management and Budget (OMB), pursuant to section 5112(e) of the Clinger Cohen Act, to operate GSA's GWACs.

  3. Who can place Task Orders under a GWAC?

    There are two avenues to getting IT requirements met. GSA Client Support Centers: These Centers provide support for the GWACs. Refer to the GSA Client Support Centers list on the "Enterprise GWAC Center Client Support" page for contact information to all GSA regional offices and GSA nationwide support centers. Self Managed Acquisitions: Award and administer task orders using the following steps - 1. Submit the Statement of Work (SOW) for review to the specific GWAC. 2. Complete a Memorandum of Understanding (MOU). 3. Complete a Delegation of Procurement Authority letter. 4. Obtain GWAC training by contacting the Enterprise GWAC Center Client Support at (877) 534-2208.

  4. Where can I get additional training?

    An online course, "Governmentwide Acquisition Contracts Overview" is offered through the Center for Acquisition Excellence. This e-learning tool provides the ABC's for understanding what a GWAC is, how GWACs work, and six basic steps to follow when placing an order. GWAC buyers are encouraged to take the course to become more knowledgeable and successful users under GWACs. More online training modules are being developed. This course is free for both industry and government personnel.
