USAID Forecast Guidelines


The following categories are included:

  • SOLICITATION DESCRIPTION: This is a description of the services or supplies to be solicited.
  • ANTICIPATED AWARD TYPE: This identifies the type of award USAID anticipates making; i.e., contract, grant or cooperative agreement.
  • GEOGRAPHIC LOCATION: This describes the geographic location where the predominance of work will be performed or supplies received.
  • REQUESTING PROGRAM OFFICE: This is the office within USAID that requires services or supplies to be obtained under the planned contract, grant or cooperative agreement.
  • ANTICIPATED DATE OF ADVERTISEMENT (FY Quarters): This indicates the estimated quarter when additional information will be published at FedBizOpps (www.fbo.gov) or FedGrants ( www.fedgrants.gov).
    • First: October - December
    • Second: January - March
    • Third: April - June
    • Fourth: July - September
  • PLANNED COMPETITION METHOD:
    • Full and open Competition: This means that any type of organization or business will be permitted to compete for the planned contract or grant (subject to the source, origin and nationality restrictions of the solicitation).
    • Limited Competition: Competitive Small Business Set-aside: This means that the competition will be limited to qualified U.S. small businesses (Includes all SBs, Hubzone, SB concerns, women-owned, and Veteran-owned)
    • Limited Competition: Section 8(a) set-aside: This means that the planned contract will be awarded to the U.S. Small Business Administration under the Section 8(a) Business Development Program.
    • Limited Competition: Small Disadvantaged Business set-aside: This means that the competition will be limited to qualified socially and economically disadvantaged U.S. businesses.
    • Limited Competition: Other: This includes any other authorized method which would mean less than full & open competition. This will be marked for any grant or cooperative agreement action that will be solicited using less than full and open competition.
    • GSA Schedule: This indicates that the goods or services will be procured from existing contract mechanisms available through the U.S. General Services Administration (GSA). This means that the competition will be limited to those organizations that have an existing contract with GSA.
    • Task/Delivery Orders or Associate: This indicates that the goods or services will be procured using a Task Order under an existing Indefinite Quantity Contract (IQC) or associate award under an Leaders award. This means that competition is limited to those organizations that have an existing IQC or LWA award (in a relevant series) with USAID (and possibly GSA).
  • ESTIMATED DOLLAR RANGE: This is the total estimated value of the planned basic contract, grant or cooperative agreement. (Note: For contracts, this amount does not include any estimated value for option years).
