GSAXcess® Want List Enhancements

GSAXcess® customers have asked that they be able to submit requests on the Want List for an increased number of property items. Currently, the Want List is limited to ten (10) property item searches but because of customer requests we are increasing the number of Want List requests to twenty (20) property items.

View Report Function Enhancements

All users that have a User ID and password in GSAXcess® can review their Agency's reported property by their specific Activity Address Code even without reporting permission. This change was requested by our customers that do not have reporting permission but are responsible for the property in their location. To use this function, go to the Main Menu, Review Property Report and enter your Agency Code and Activity Address Code and click Submit.

Additional property status fields have also been added to the View Report function. The user can now see if their property has been sent to GSA-Sales, USDA-CEPO or custody of the property returned to them with the designation of Approved Waiver. These status designators will display for seven (7) days after the Surplus Release Date.

CFL View and Allocate Enhancement

The Computers for Learning (CFL) Property Manager View/Allocate screen has been enhanced to allow the user to see key allocation decision criteria on the same screen that you View/Allocate your property items to schools. Previously, a user had to drill down into the record to see how many students were on lunch assistance, or to see if the school had received property in the Fiscal Year, now it is at a glance. Not only is the information easily visible, but the user can now sort the data on their screens by any of the column headings with an up or down arrow.

GSAXcess® Home Page Enhancement

The GSAXcess® Home Page has a new streamlined look. The Home Page has reorganized the links to make it easier for the customer to user. The Home Page has also been enhanced to include rotating pictures of property items that are currently reported in the system. Picture details include the Item Control Number, item name and status of the property. By clicking on a picture, the system will display the GSAXcess® login screen so that you can log into the system and search for the property.

Along with this enhancement, the Basic Search Screen, the first screen you see upon successful login, will also feature these same pictures. Clicking on a picture from the Basic Search Screen will take you directly into the property's Item Data Sheet to review or select for your shopping cart.

Another important feature change is the LOGIN button. This has been reduced to one Login button for entry into both the GSAXcess® production and the practice system. The only difference in the functionality is that instead of two Login buttons on the Home Page, now there is only one.

CFL School Search Revision

The Computers for Learning (CFL) school search page has been enhanced to allow the user to search by more than criteria. Previously, a user could only search by School Name or State or Zip Code. The CFL enhancement allows the user to search by School Name AND/OR State AND/OR Zip Code. This change will reduce the time required to find a registered school.

AAMS/EADS User Property Item Inquiry and Recall Function

The AAMS and EADS internal screening module has been enhanced to allow a user that has reported property to be able to inquire on the property while it is in screening or after it has processed through internal screening. The enhancement allows includes a recall feature where the user can recall a property item that has been transferred to another internal user and the transaction doesn't go through. The system allows the user to recall the item into current screening for 1 day to allow the user to reallocate the property or make any necessary changes to the record before it proceeds along the normal utilization and donation cycle.

This new function is entitled Inquiry/Recall and is located under the AAMS or EADS Menu on the Main Menu page of GSAXcess®. Only AAMS or EADS users will have access to this function and only the user that reported the property or the appropriate Agency AAMS or EADS National Utilization Officer will be able to inquire or recall an item back into AAMS or EADS. The AAMS or EADS user can inquire or recall by Item Control Number or Activity Address Code. They will be able to view both items that are in the History dataset (already completed internal screening) and items in the Master dataset (items in current internal screening).

GSAXcess® Picture Submission -

Exciting News! Uploading pictures in GSAXcess® used to require a separate User ID and password. Effective September 15, 2008, the GSAXcess® system picture upload function has been enhanced to eliminate the requirement of an additional User ID and password. Once you are logged into the GSAXcess® system with your usual User ID and password, you no longer need any other password to upload pictures. You click and upload.

To further simplify the picture submission process, the GSAXcess® system automatically resizes your picture and assigns the correct Item Control Number name to your picture file. It's that simple. All you have to do is to find your .jpeg extension file on your hard drive, select the file, and click upload. Complete instructions on the new improved process can be found by clicking on the Help button of the picture upload screen.

Vessel Reporting

When reporting a vessel, Federal Supply Group (FSG) 19, above 50 feet in length, GSAXcess® now requires you to enter specific information to comply with Federal Management Regulation 102-36.470. Below is a screenshot of the required information:

Want List Revision:

Due to numerous requests from our GSAXcess® Users we have lifted the "No Furniture Searches" on the Want List. You may now enter Furniture FSC's of 71 in the Want List and will receive results.

Computers for Learning in GSAXcess®:
School Search

There is a school search function that is available for Property Managers to get more information about schools. The function is entitled "School Search" and is located on the main menu page under the CFL Functions Menu. The CFL School Search screen has pertinent school information to assist the Property Manager in making an allocation decision.

CFL Multiple Activity Address Codes (AACs)

In the past, if a user reported, allocated, or transferred computer equipment through the CFL module in GSAXcess®, the user could only do that for one Activity Address Code or have multiple User ID's maintained in the system. We have provided a function that allows the user to be able to pull up information regarding CFL property with one User ID and be able to view, allocate, or transfer by multiple AACs. To obtain multiple AAC permission, please contact your Agency's National Utilization Officer for approval.

NASA Shuttle Related Items

As NASA retires its' current shuttle program property, a special category has been made entitled "Shuttle" on the basic search category page that lists all shuttle program related property items.

Department of Defense (DOD) Furniture Screening

Due to the BRAC implementation DOD anticipates larger than normal quantities of furniture will be reported into GSAXcess® for Federal and State screening. DOD has requested that FSG 71, furniture, reported into GSAXcess have a reduced screening time from the current 14 days to 7 days. This means that if you want to obtain property you may have to be more active in screening for furniture.

Post Transaction Module for Computers for Learning:

The long awaited Post Transaction Module for the Computers For Learning function in GSAXcess has been completed and is available in GSAXcess. As background, the Post Transaction Module (PTM) is used when an Agency donates directly to the school under the Stephenson Wydler Act provision. The PTM allows the user to enter the data into the GSAXcess system so that the computer equipment can be accounted for in the Non-Federal Recipients Reports that is required at the end of every calendar year by GSA, Office of Governmentwide Policy.

To access the PTM, enter the GSAXcess system and go to the GSAXcess Main Menu. Click on Post Transaction Module under the CFL Functions Menu or click on the menu header selection hyperlink entitled PTM.

Advanced Search Revised to Include All RCP's and All DRMO's:

The advanced search function in GSAXcess has been revised to allow users to search for and view property reported by DRMO's and RCP's by selecting the checkbox option ALL DRMO or ALL RCP.

Vehicle Reporting as of 10/14/2007:

When creating a Property Report on the Report Property screen or modifying a Property Report on the Modify Report screen, when you enter an FSC of 2310 or 2320, a pop-up window displays with mandatory input fields. The following mandatory and optional fields have been added to the input fields on the pop-up display.

Mandatory Fields: Make, Model, Manufacturer, Color

Color choices: Blue-Green/Turquoise; Black; Blue; Brown; Gold/Bronze; Green; Gray; Orange; Red; Silver; White; Yellow; Other

Optional Field: Color Gradient selections of Light, Medium, and Dark.

Revised GSAXcess® Home Page as of 10/07/2007:

The GSAXcess Homepage has been revised to include the Computers For Learning (CFL) Helpdesk telephone number (1-866-472-9161) and a CFL Ask the Expert link (Ask The Expert) that allows users to submit questions to the Program Coordinator. The CFL website for school access has been added to the Program Links on the GSAXcess Homepage http://gsaxcess.gov/htm/xcesspgmlinks.htm.

Federal Asset Sales revision:

The Federal Asset Sales Initiative (eFAS) is one of the E-Gov initiatives established in the President's Management Agenda. Beginning in 2007, all agencies will use an approved sales center to sell their surplus personal property. Currently, there are two approved personal property sales centers that agencies can choose from to sell general government surplus property - - General Services Administration (GSA) or the United States Department of Agriculture (USDA-CEPO) and two sales centers that agencies can use to sell forfeited and abandoned property - - Department of Treasury and Department of Justice. Agencies will be able to request a waiver from the use of a Sales Center, through the Federal Asset Sales Central Planning Office once the final rule on Sales of Property, FMR 102-38, is published. That regulation will include information about obtaining waivers.

Federal Asset Sales Center: GSA USDA - CEPO WAIVER

If you select GSA, then when the property item completes GSAXcess screening and if no Federal Agency or State selects the property, it will be sold through the GSA Sales Center. The system automatically presets to be sold by GSA. To be sold by USDA - CEPO, the property must be located in the District of Columbia metropolitan area. If you select Waiver, then control of the item will be returned to the Agency for disposal or sale. If you have any questions about obtaining a waiver, please email the Federal Asset Sales Central Planning Office at fasplanningoffice@gsa.gov.

Revised Aircraft Reporting:

When creating a Property Report on the Report Property screen or modifying a Property Report on the Modify Report screen, for the following FSG's or FSC's: FSG 16; FSG 17; 2620, 2810, 2915, 2925, 2935, 2945, 2995, 4920, 5821, 5826, 5841, 6340, 6610, 6615, the following fields are mandatory: Manufacturer, Manufacture Date, and Model.

When creating a Property Report on the Report Property screen or modifying a Property Report on the Modify Report screen, for the following FSC's: 1510 and 1520 numerous newly created fields are mandatory and will require a yes or no answer and/or a selection from the provided dropdown boxes.

Reimbursable indicators for AAMS/EADS Report and Select Screens as of 08/06/2007:

  • When AAMS or EADS customers search for property, a new column has been added to the "AAMS or EADS Property Search Results" screen entitled "Reimb" which allows the AAMS/EADS user to determine when a listed property requires reimbursement to the holding agency for the transfer of the property.
  • When AAMS or EADS customers freeze selected property, the system will display a pop-up that reminds the user that the property they have selected requires reimbursement at fair market value.
  • When AAMS or EADS customers view the AAMS or EADS Item Data Sheet, there are fields that indicate the item is reimbursable and the reason for reimbursability, such as Exchange/Sale.
  • When AAMS or EADS property is selected, an email will be sent to the point of contact notifying them that the property has a user freeze.

New feature implemented in GSAXcess® on April 15, 2007:

The Computers for Learning (CFL) program assists federal agencies to meet the requirements of Executive Order (EO) 12999, "Educational Technology: Ensuring Opportunity for All Children in the Next Century". The EO directs agencies, to the extent permitted by law, to give highest preference to schools and nonprofit organizations, including community-based educational organizations, (schools and educational nonprofit organizations) with the transfer, through gift or donation, of computers and related peripheral equipment excess to their needs.

The CFL program represents an important contribution to EO 12999, which includes making modern computer technology an integral part of every classroom, connecting classrooms to the national infrastructure, providing teachers with the professional development they need to use new technologies effectively, and encouraging the creation of innovative educational software. CFL recently implemented changes to the way it does business. CFL has modernized their business practices and adopted the innovative practices of the GSAXcess Program. This change's enable agencies to dispose of computers in a more expedited manner - schools are able to gain the benefit of more updated equipment and are able to obtain computers in a timelier manner.

  • Computers for Learning (CFL) was integrated into the GSAXcess® system on April 15, 2007. This affects two user groups in GSAXcess® - Customers reporting computer equipment and Allocating Officials. The CFL website for Schools wishing to shop and select Federal computer equipment has been redesigned.
    • Reporting Property: When reporting computer equipment with an FSC of 7010, 7020, 7021, 7022, 7025, 7030, 7035, 7040, 7045, or 7050, the system displays additional reporting fields to further describe the property. Required fields will be indicated by an asterisk to the left of the input field. The user is asked if they want the computer equipment to be screened in the CFL system before proceeding to GSAXcess® or AAMS. The corresponding Help Screen provides detailed explanation of all fields.
    • CFL Functions Menu: The CFL Functions menu will be displayed on the GSAXcess Main Menu page and contains all functions needed to view school CFL requests and allocate and transfer computer equipment to the selected school.
    • CFL Website: Schools can register for CFL and shop and select Federal computer equipment by going to www.computersforlearning.gov.
