Controlling Drug and Disorder Problems: Oakland's Beat Health Program

This NIJ Research in Brief, Controlling Drug and Disorder Problems: Oakland's Beat Health Program, examines the effectiveness of the Oakland Police Department's Beat Health program, which uses civil statute sanctions (such as fines for code violations and threats of legal action) as leverage to encourage property owners and place managers to address drug and disorder problems and nuisance behavior on their properties. It presents findings that show that the combined efforts of police and municipal authorities (representing housing, fire, health, and vector control departments) led to noticeably cleaner properties; more legitimate use of the street; less illicit and uncivil behavior; and fewer drug-related calls for service, especially in residential sites.
