Instructions for Electronic Filing of Form I-90

Please review this page before attempting to complete and file your form electronically. Note that this information may pertain only to forms filed electronically and may not apply to paper-based filings. Failure to follow these instructions may result in your application or petition being delayed or denied.

I-90, Application to Replace Permanent Residence Card

Purpose of Form:

E-File this form to replace a "Green Card."

Note: Do not use this Form I-90 if you are a conditional resident and your status is expiring. You must apply accordingly to remove the conditions:

  • If you became a conditional resident through a marriage to a U.S. Citizen or permanent resident, submit Form I-751, Petition to Remove Conditions on Residence; or
  • If you became a conditional resident based on a financial investment in a U.S. business, submit Form I-829, Petition by Entrepreneur to Remove Conditions.

You are not eligible to e-File this form if:

  • You live outside of the United States, Guam, Puerto Rico, or the US Virgin Islands.
  • Your card was issued to you before you were 14 and you have reached your 14th birthday.
  • You are applying for a waiver of the filing fee.
  • You want to remove the conditions on your residence. If you are a conditional resident who obtained status through marriage and you want to apply to remove those conditions, you must file Form I-751, Petition to Remove the Conditions on Residence.
  • If you became a conditional resident based on a financial investment in a U.S. business, submit Form I-829, Petition by Entrepreneur to Remove Conditions.
  • You are filing because your card was never received. Please see Special Instructions below.
  • You are filing because your card was issued with incorrect data due to USCIS administrative error. Please see Special Instructions below.

Who Is Eligible to e-File This Form:

If you are a permanent resident or conditional resident, file this application:

  • To replace a lost, stolen or destroyed card; or
  • To update a card after change of name or other biographic data; or
  • To replace a card that is mutilated.

If you are a permanent resident, you must also file this application:

  • To replace a card that is expiring; or
  • If you have been in resident Commuter status and are now taking up actual residence in the United States; or
  • If your status has been automatically converted to permanent resident; or
  • When you have an older edition of the card and must replace it with the current type of card.

Filing Fee:

Please refer to the Immigration Forms page for the current filing fee.

If you are filing for the following reasons, the total application fee is required.

a.

My card was lost, stolen or destroyed.

c.

My card is mutilated.

e.

My name or other biographic information has changed since the card was issued.

f.

My present card has an expiration date and it is expiring.

h.1.

I have taken up Commuter status.

h.2.

I was a Commuter and am now taking up residence in the U.S.

i.

My status has been automatically converted to permanent resident.

j.

I have an old edition of the card.

If you are filing for the following reason, the base application fee is not required. The biometrics fee is required. Please note: This option is not available through the e-Filing system. Please file your application in paper if you are filing for this reason.

g.    I have reached my 14th birthday since my card was issued.

If you are filing for the following reasons, the base application fee is not required. The biometrics fee is not required. Please note: These options are not available through the e-Filing system. Please review the Special Instructions if you are filing for these reasons.

b. My authorized card was never received.

d. My card was issued with incorrect information because of a USCIS administrative error.

Special Instructions:

If you are filing because your card was never received (Application Reason "b"), please refer to the Paper-based I-90 filing instructions, which can be read through the Related Links of this page.

If you are filing because your card was issued with incorrect data due to USCIS administrative error (Application Reason "d"), please refer to the Paper-based I-90 filing instructions, which can be read through the Related Links of this page.

Initial Evidence and Supporting Documentation:

All required initial evidence and supporting documentation must be submitted via mail to the following address:

After filing your form electronically, USCIS will mail you a biometrics appointment notice with a specific date, time, and place where you will have your fingerprints and/or photos taken. You must wait for your biometrics appointment notice to arrive in the mail prior to going to the ASC for biometrics processing. It may be several weeks until you receive your biometrics appointment notice in the mail.

You MUST bring the following materials to your biometrics appointment, or processing will NOT be completed at your scheduled time:

  • Biometrics appointment notice.
  • Photo Identification. Acceptable kinds of photo identification are:
    • Passport or national photo identification issued by your country, or
    • Driver’s license, or
    • Military photo identification, or
    • State-issued photo identification card.

Change in Biographic Data:
If you are applying to replace a card because of a name change, you must bring the original court order, or a certified copy of a court order or marriage certificate reflecting the new name to your in-person appearance at the ASC. To replace a card because of a change in any other biographic data, you must bring copies of documentation to prove that the new data is correct. A replacement application based on a USCIS administrative error must also include an explanation.

Change to Submitted I-90 Application:
If it is necessary to change any information on your submitted I-90 application, please bring evidence to support the change with you to your in-person appearance at your local ASC. Do not send written correspondence regarding changes to the National Benefits Center.

Withdrawing an Application:
To withdraw or cancel your submitted I-90 application, please submit a written request to:

No refunds or returns will be honored in the event of an application cancellation or withdrawal request.

Temporary Evidence of Permanent Resident Status:

For Renewing Expiring or Expired Cards:
At your scheduled appointment at the Application Support Center, your card will be extended to use as temporary evidence of your permanent resident status. USCIS will process your renewal application and, upon approval, mail you a new "Green Card" (officially known as the Permanent Resident Card, Form I-551) valid for ten (10) years.

For Replacing Lost or Damaged Cards:
After filing an I-90 application using Reason Code "a" My authorized card was lost, stolen or destroyed, make an INFOPASS appointment and go to your local District or Sub-Office with jurisdiction over where you live with a copy of your Permanent Resident Card and your Confirmation Receipt notice or receipt issued by the USCIS (Form I-797) and your country's passport and you will be given temporary evidence of permanent residence (a stamp in your passport). If you do not have a copy of your Permanent Resident Card, please bring government-issued photo identification such as a passport, state-issued driver's license, state-issued identification card, or U.S. military-issued identification card.
