USCIS Awards Contracts For Training Services

WASHINGTON – U.S. Citizenship and Immigration Services (USCIS) announced today the award of three contracts to provide residential training services for agency employees.   The selected vendors will provide support for residential training in campus-like environments in Texas and Virginia, including comprehensive services, lodging, meals, equipment, and transportation.  USCIS will provide the instructors.

The USCIS Academy Training Center, which offers the basic training curriculum for new USCIS immigration officers and other immigration training courses, will be supported by two vendors, the American Airlines Training and Conference Center and the Idearc Hotel and Conference Center, both located in Dallas, Texas.  The third contract was awarded to the National Conference Center in Lansdowne, Va., which will host supervisory and related professional development training.

These venues provide a flexible learning environment to address the current and future training needs of USCIS.  They offer a long term capability and capacity to handle hiring surges and bring onboard new employees faster, while ensuring a well trained and job-ready workforce. 

Locating training in the Dallas region will allow the agency to integrate classroom instruction with hands-on, practical training at the USCIS Texas Service Center, the Dallas District Office, and in our new field offices in Las Colinas. 

With its close proximity to Washington, D.C., the National Conference Center in Lansdowne, Va. will increase the opportunities for USCIS’ headquarters-based subject matter experts to teach classes such as financial management, security, ethics and professional responsibility.

A full and open competition was held for these contracts and the final selection was made based on a comparison of technical ability, past performance and price to determine the best value for the government.  Each contact was awarded as an “Indefinite Delivery Indefinite Quantity” (IDIQ) contract and will consist of a base year and the potential for up to four additional option years.  Payments are made based on actual use of the services.   Each contract includes options which, if exercised, could bring the cumulative maximum value of all three contracts to $62.9 million.
