In July 1999, the Council issued formal comments to the Secretary of the Navy on the disposal of the Philadelphia Naval Hospital. The Secretary accepted the Council’s recommendation that the complex be documented but declined to condition transfer of the property upon further efforts by the City of Philadelphia to pursue alternatives that would preserve the hospital’s Art Deco buildings.

In the year since the Council commented, the transfer process has been completed and some demolition has taken place on the site. One Art Deco building, Building 3, has been razed to accommodate development of a practice facility for the Philadelphia Eagles football team. The 15-story Building 1, the most prominent historic building, still stands. If the city's stated redevelopment plans are carried out, however, it also will be demolished.

The Navy did encourage the city to reconsider its plans to raze three small Art Deco officers’ quarters on the site, and the city has indicated that it will preserve and reuse those structures.
