Assistive Technology Program

Goal 8: To increase availability of, funding for, access to, and provision of assistive technology devices and assistive technology services.
Objective 1 of 2: THROUGH SYSTEMIC ACTIVITY, IMPROVE ACCESS TO AND AVAILABILITY OF ASSISTIVE TECHNOLOGY (AT) FOR INDIVIDUALS WITH DISABILITIES WHO REQUIRE ASSISTIVE TECHNOLOGY.
Indicator 8.1.1 of 4: Information: The number of individuals with disabilities who receive information about AT will increase by 10 percent annually.

Explanation: In FY00 data collection methods were inconsistent. 34 States voluntarily used the proposed new web-based format; 6 States used the old, expired format and 16 States used a proprietary format. OMB approved the new electronic reporting system in February, 2002. All grantees will utilize the new web system to report FY02 data. The FY00 actual performance number represents the aggregate of all reports from States that reported on this element including web hits.

Nationally recognized organization was awarded a technical assistance (TA) grant to review existing data collection instrument as to validity, reliability, and accuracy and will revise, refine as necessary, and develop new and improved GPRA-responsive procedures for collecting data.

Limitations: All states had been using same instrument since 1996. While we have been able to capture some useful data and are able to report on this particular GPRA indicator, the process is cumbersome, burdensome and does not take advantage of web based capabilities. This instrument expired in FY98. FY99 data reflects lack of consistent definitions, high rates of non-response, lack of current data and a smaller sample size. NIDRR a Web-based collection instrument was approved by OMB in 2-02.

Improvements: New web-based system will be implemented for next reporting cycle (02).

 
Indicator 8.1.2 of 4: Trained professionals: The number of professionals trained to provide AT services will increase by 5 percent annually.

Explanation: FY00 data extremely difficult to analyze this element given the different and inconsistent mechanisms used by States to report the data. It appears that approximately 50% of the States reported successful barrier reduction however, the nature of the barrier reduction was broken down by type and nature by some of the States; therefore, States frequently made more than one change though counted once in each category - actual % of States affecting barrier change is significantly higher. Indicator 8.1.4 of 4: Individuals who receive loans: The number of individuals with disabilities who receive loans per $1 million invested will meet or exceed the baseline.
