Status: Unable to judge. Comparisons with data reported in previous years are not relevant because 2001 data represent a predominantly new set of sites for the 2001-2005 contract period. The 2001 data are from the first six months of the 2001-2005 contract. The data reported provide descriptive information about the number of sites and participants with which the Laboratories are engaged in intensive activities.

Explanation: The 2001 data reflect Laboratory efforts during the first six months of the 2001-2005 contract period. Sites include a range of entities including state education agencies, intermediate educational agencies, districts and schools. Foundational work in these sites began with a core group of administrators and teachers. Additional sites will be added in the remainder of the 2001-2005 contract period, and work with parents/community members will be expanded.

Explanation: The 2001-2005 contract period focused the Laboratories' development work on low performing schools. The 2001 data represent an initial measure of the percentage of low performing school sites that showed increases in student achievement after three years of Laboratory assistance. Beginning with 2002, data will be reported by groups of sites based on the number of years that the sites have received Laboratory assistance.

Status: Positive Progress Toward Target. Although the data represent only the first six months of the first year of the 2001-2005 contract period, the total of individual contacts with the Laboratories (adding together products, services, and website hits) increased substantially from 37,591,282 in 2000 to 68,748,373 in 2001 because of continued increase in the use of the Web for dissemination as access to the Laboratories' websites continued to grow.

Explanation: The reduced reporting period of six months accounts for the smaller number of clients receiving products and services.

Status: Target exceeded.

Explanation: Data are based on client ratings of excellent or good quality and are consistent with findings of peer reviewers on the quality and utility of Laboratory products and services in the evaluation study conducted by the Education Department in 1999. 2001 data suggest that the Laboratory system has benefited from an increased emphasis on internal review, reflection, quality assurance, and targeted marketing for products and services.
