EXCEPTIONAL SERVICE AWARD IN FOLSOM

FOLSOM, Calif.--A Folsom resident received the Western Area Power Administration's
highest honor at a ceremony today in Folsom.

Western Administrator Mike Hacskaylo presented the Exceptional Service Award to
Chuck Cooper, Sierra Nevada Region Maintenance Manager, at the Folsom-based
Sierra Nevada Region office.

"I congratulate Chuck Cooper for making outstanding daily contributions to Western. He
exemplifies the values we have outlined in our People Goal in Western's Strategic Plan,
including a commitment to safety, technical improvement, diversity and customer focus.
His skills, initiative and commitment help make Western a premier power marketing and
transmission organization," said Hasckaylo.

Cooper began his federal career as a student trainee with the U.S. Bureau of Reclamation
while attending the University of Nevada at Reno in 1970. He joined Western as an
electrical engineer in 1980 and was selected as regional Maintenance Manager in May
2002.

Exceptional Service Award recipients:

· Are recognized as experts in their fields.

· Consistently go above and beyond what is normally expected on a long-term basis.

· Performed additional assignments such as dedicated participation on committees or task

forces.

· Involve themselves in outside activities that reflect favorably on Western.

· Help accomplish the goals of Western's Strategic Plan.

In addition, each has been with Western for more than five years.

Western Area Power Administration annually markets and transmits more than 10,000
megawatts of power from hydroelectric powerplants owned and operated by the Bureau
of Reclamation and the U.S. Army Corps of Engineers in 15 central and western states.
