Service Guarantee
If a shipment is mailed at a designated USPS Express Mail facility on or before the specified latest deposit time for Express Mail International with guarantee, delivery to the addressee or the addressee’s agent will be attempted by the guaranteed date before the close of operating hours of the destination postal administration. If delivery is not attempted by the guaranteed day a request for refund can be filed by the sender. The USPS will refund the postage unless the reasons outlined in the limitations apply. Military shipments are excluded.

Date-Certain Guarantee
The date-certain guarantee varies by destination and by day of mailing. The customer will be informed of the date-certain guarantee at the time of mailing.
Limitations on refund of postage—postage will not be refunded if any of the following conditions apply:
a. Delivery was attempted but could not be made;
b. The delivery address or postal code was incomplete or inaccurate;
c. The shipment was detained or delayed by customs authorities or other law enforcement agency for law enforcement purposes;
d. The shipment had to be forwarded to another address;
e. Any delays resulting from any defect or characteristic to do with the nature of the shipment, even if known to the USPS when we accepted it;
f. The shipment was delayed by any circumstances beyond the control of the USPS and foreign postal administration, including, but not limited to:

war, (whether declared or not), civil war, riots and revolutions, acts of piracy, acts of sabotage, acts of terrorism;
natural disasters, such as violent storms, cyclones, earthquakes, tidal waves, floods, destruction by lightening; and
explosions, fires, destruction of machines, of factories, and of any kind of installations;
acts of authorities; or
External strike affecting the Postal Service’s or foreign postal administration’s ability to handle the item or provide transmission data about the item.

g. The shipment was held by customs authorities at origin or destination for more than 24 hours. If the shipment is held by customs authorities for less than 24 hours, the guarantee day may be adjusted to account for the delay by Customs;
h. The shipment was not deposited at a designated USPS Express Mail facility.

Postage Refund
If a delivery attempt is not made by the guaranteed date and none of the above listed reasons is applicable, the mailer may apply for a postage refund within 30 days of the date of mailing. Refund forms, procedures, and instructions may be obtained by calling 1-800-222-1811. A copy of the Express Mail International label or the mailing receipt must be presented when filing for a postage refund. USPS liability for a shipment that does not meet expected delivery date is limited to a refund of the postage paid by the sender only.

Consequential Damages
USPS is not liable for consequential or special damages or other indirect loss. Consequential damage or loss includes but is not limited to loss of income, profit, interest, markets, and use of contents.
