Job Summary:

This position is with the United States Agency for International Development's (USAID), Office of Inspector General (OIG), Office of Audits, Information Technology and Special Audits Division. The Information Technology and Special Audits Division is responsible for auditing USAID programs and operations in headquarters and overseas on information technology and systems. The audits are conducted under the Generally Accepted Government Auditing Standards (GAGAS).

RELOCATION EXPENSES WILL NOT BE PAID.

Major Duties:

The incumbent of this position performs audits of Agency programs, focusing on information management and technology issues, in accordance with generally accepted government auditing standards. The purpose of these audits is to determine whether the programs are being carried out in compliance with laws, regulations, and agreements; are being administered efficiently and economically; and are achieving the desired results or benefits. The work requires the development of audit programs and procedures necessary to conduct audits; the ability to gather and analyze evidence and to write clear, concise audit reports; and the coordination of audit matters with USAID managers and other U.S. and foreign government officials. The auditor is subject to occasional world-wide travel where USAID activities are being implemented. Successful applicants must be self-starters capable of doing independent audit work under the general supervision of a Lead Auditor.

Qualifications:

All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook.

BASIC REQUIREMENTS:    In order to be considered for this position, you must meet the basic requirement described below.

A. Degree - accounting; or a degree in a related field, such as business administration, finance, or public administration, that includes or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

OR

B.    Combination of education and experience - at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.    Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six (6) hours in business law;

2.    A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3.    Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that:

(a)    the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;

(b)    a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion of the 4-year course of study described in paragraph A; and

(c)    except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below.

GS-09:    2 full years of progressively higher level graduate education leading to a Master's or equivalent graduate degree related to the position being filled or 1 year specialized experience which is equivalent to the GS-7 level in the Federal service. Examples of qualifying specialized experience include: (1) Participates in performance audit assignments including surveys, audits, follow-up audits, incurred cost audits, and special audits and analyses; (2) Gathers data in support of audit objectives; (3) Assists in documenting results of analyses in accordance with Generally Accepted Government Auditing Standards (GAGAS).

GS-11:    3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to the position being filled. 1 year specialized experience which is equivalent to the GS-9 level in the Federal service. Examples of qualifying specialized experience include: (1) Helps ensure implementation of Generally Accepted Government Auditing Standards (GAGAS); (2) Documents findings in workpapers, formulates conclusions and prepares segments of written reports; (3) Participates in negotiations with Agency management of the acceptance of audit findings and the resolution of conflicts concerning the adoption of audit recommendations.

GS-12:    1 year equivalent to at least the GS-11 level in the Federal government. Examples of qualifying specialized experience include: (1) Researches and reviews Federal laws and regulations, procedural manuals and references and records of Congressional hearings for the purpose of identifying legislative, regulatory, and procedural requirements for conducting performance audits; (2) Performs quality reviews of audit reports, surveys, and special studies conducted by independent accounting firms.

Note: Education and experience may be combined for all grade levels for which both education and experience are acceptable.

You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledge, skill, and abilities associated with this position as defined below.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

If you are applying for the GS-09, please answer the following questions:

  • Skill in planning, executing, and reporting on audits in accordance with Government Auditing Standards.
  • Professional knowledge of accounting and auditing principles and concepts and Federal statutes and regulations.
  • Ability to communicate in writing. (This element includes accurate written presentation of technical and non-technical information and supportive analysis in a concise, logical, and objective manner.)
  • Ability to communicate orally. (This element includes the ability to meet and deal with a variety of individual in a range of situations employing tack, firmness, and clarity in order to obtain and provide information.
  • If you are applying for GS-11 or GS-12, please answer the following questions:

    Knowledge of practices, methods, and techniques of auditing required to independently plan and conduct audits of Agency IT operations and programs.

    Experience auditing, evaluating, or participating in the planning, design, development, deployment and operation of major automated information systems.

    Experience auditing or evaluating policies, procedures, practices, and controls for key information resources management functions, such as, strategic planning, investment analysis processes, systems security practices, or enterprise architecture processes, etc.

    Ability to effectively prepare written audit reports, memoranda and other documents and to present auditees with briefings that are informative and persuasive.

    What To Expect Next:
