Donor assistance initiatives intended to promote economic growth in developing or transitional economies have traditionally focused on the private firm as a catalyst or “engine” of economic development. USAID and other donors have adopted a variety of approaches to stimulate enterprise growth. Most of these have combined “bottom-up” or enterprise-level interventions (credit, training, technical assistance) with broader programs intended to improve the enabling environment for private enterprise development and growth.

Recently, USAID has developed initiatives in 23 countries that help clusters of firms in specific industries improve their opportunities to compete in global markets. This is being done by working collaboratively with enterprises and host-country policy makers to strengthen the business environment, raise production standards, create buyer-seller market linkages and reduce or remove impediments to productive investments.
