The complaint alleged that the Respondent violated section 7116(a)(1), (2) and (4) of the Federal Service Labor-Management Relations Statute by lowering an employee's performance appraisal scores because of the employee's protected activities. The Authority adopted the Judge's findings, conclusions, and recommended Order and dismissed the complaint.
