The Arbitrator sustained a grievance alleging that the grievant was entitled to a retroactive temporary promotion under the parties' collective bargaining agreement and awarded the grievant back pay with interest and associated benefits. The Authority denied the Agency's exceptions alleging that the award was based on nonfacts. However, the Authority found that the record was insufficient to determine whether the grievant was entitled to a temporary promotion as the Arbitrator ordered. Accordingly, the portion of the award which concerned the grievant's qualifications was remanded to the parties for resubmission to the Arbitrator for clarification and further findings on this issue.
