The Authority rejected the Union's argued that the Arbitrator's finding that the PPRS superseded the comprehensive CBA did not draw its essence from the comprehensive CBA or the November 1995 MOU. The Authority found that the Union did not demonstrate that the Arbitrator's interpretation of the comprehensive CBA disregarded those agreements or were implausible, irrational, or unfounded.
