      The exceptions were dismissed after the Authority concluded that the award was not deficient. Under section 7122(a) of the Statute, an award is deficient if it is contrary to any law, rule, or regulation; or it is deficient on other grounds similar to those applied by Federal courts in private sector labor-management relations. Here, the Authority rejected the allegations that award was deficient on ground that arbitrator exceeded his authority, and that the arbitrator failed to provide a fair hearing. Also rejected were the allegations that the award was based on a nonfact, or that it failed to derive its essence from the agreement.
