The Arbitrator found that the Agency violated the parties' master agreement by allowing correctional officer posts to be vacated without good cause. The Authority concluded that the Agency failed to establish that the award was deficient. Specifically, the Authority concluded that the award did not affect management's right to assign employees under section 7106(a)(2)(A). The Authority also concluded that the award did not fail to draw its essence from the parties' agreement, nor that the arbitrator exceeded his authority.
