The appeal concerned the negotiability of a single, multi-part proposal. The Authority found that the proposal was within the duty to bargain and ordered the Agency to negotiate on the proposal.
The Authority concluded that the petition for review was timely filed, that the proposal did not conflict with an agency regulation, and that it did not affect management's rights under section 7106(a)(2)(B) and (C) of the Statute.
