LOCATION: 1 Vacancy - Washington, DC

Job Summary:

This position is with the United States Agency for International Development's (USAID), Office of Inspector General (OIG), Office of Audits, Information Technology and Special Audits Division. The Information Technology and Special Audits Division is responsible for auditing USAID programs and operations in headquarters and overseas on information technology and systems. The audits are conducted under the Generally Accepted Government Auditing Standards (GAGAS).

Major Duties:

The incumbent of this position performs the duties of a supervisory auditor that entails directing professional staff and monitoring contractors to support and assist the Office of Inspector General (OIG) in conducting audits primarily on USAID's information technology (IT) resources, systems and programs.

The incumbent may also direct IT related audits over the Millennium Challenge Corporation, the Inter-American Foundation, and the United States African Development Foundation in support of the OIG's oversight authority over those entities.

In general, the purpose of these audits are to: (1) determine whether the IT resources, systems and programs are achieving desired results and benefits; being administered efficiently and economically; and are in compliance with laws, regulations, and leading practices; and (2) identify actions to reduce risk. Audits are also conducted in support of various laws and regulations such as the Federal Information Security Management Act of 2002, the Federal Financial Management Improvement Act of 1996, the Clinger-Cohen Act of 1996, and the Government Management Reform Act of 1994.

The incumbent will assist in the development of a segment of the OIG's annual plan; develop audit programs and procedures to conduct audits; guide and direct team members to ensure successful and timely completion of audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) and OIG policies; evaluate work performance of subordinates; give advice, counsel and instruction to employees; direct and monitor computer specialist activities such as data extraction services from the Agency's financial systems and the performance of network vulnerability scans; identify developmental training needs of employees; review, write and edit audit reports to ensure they are clear and concise; coordinate priorities; provide subject matter expertise over IT related matter, support EEO programs and merit practices; and exercise the duties and responsibilities of the Audit Director in his or her absence.

Occasional travel may be required at locations where USAID activities are being implemented.

Qualifications:

All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook.

One year of specialized experience at the GS-13 grade level which is in or directly related to the line of work of the position to be filled with emphasis on information technology audit or assessment related activities, which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience is defined as experience that demonstrated accomplishment of information technology (IT) related audits and assignments that required a wide range of knowledge pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant developed and implemented approaches to assess or audit various facets of computer systems and projects, such as in the areas of system development and implementation, configuration management, and IT security.

Specialized experience and knowledge can also be demonstrated by candidates holding professional certifications in the auditing and information technology field that require a work experience and continuing education requirement, such as the Certified Information Systems Auditor (CISA), Certified Information System Security Professional (CISSP) among others.

How You Will Be Evaluated:

You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities associated with this position as defined below.

Knowledge, Skills and Abilities (KSAs):

1.    Experience and professional knowledge of practices, methods, and techniques to independently plan and conduct complex audits of Agency information technology (IT) resources, systems and programs such as on system security, information security, system design and development, enterprise architecture, IT governance, and contingency planning and testing.

2.    Skill and experience in supervising and managing a group of professional and technical personnel in the conduct and support of information technology audits and related activities.

3.    Ability to review and prepare clear, concise and persuasive written audit reports, memoranda and other documents.

4.    Experience and ability to identify, evaluate and interpret relevant laws, policies, procedures, frameworks and guidance to be applied in developing and conducting information technology audits.

5.    Experience in auditing or evaluating system controls using automated techniques such as Computer Assisted Audits Techniques (CAATS), data analysis packages, and security software tools.

    What To Expect Next:
