Federal Human Capital Survey (FHCS) 2004
The President’s Management Agenda identifies five areas for governmentwide
improvement. One of these areas is the strategic management of human capital.
The President charged OPM with taking the lead for working with agencies on this
important initiative. The Human Capital Assessment and Accountability Framework
(HCAAF) provides standards for success agencies use to measure their progress and
achievements in managing their workforces.
The Office of Personnel Management (OPM) is committed to gathering data to
assess the state of human capital management across the Federal Government
and to provide agency managers with useful information for improving agency
management practices. The Federal Human Capital Survey (FHCS), first administered
in 2002 and again in 2004, reflects this commitment. The findings from this survey offer
a snapshot of Federal employees’ perceptions of workforce management conditions and
practices in their agencies.
Each quarter, agencies are evaluated on their progress in meeting the HCAAF standards.
The Federal Human Capital Survey provides one source of information for evaluating
success in the three essential delivery systems that are incorporated in the HCAAF:
Leadership, Performance Culture, and Talent.
