Department of the Interior - Land and Water Conservation Fund Land Acquisition

The Department uses funds from the Land and Water Conservation Fund to purchase land for national parks, wildlife refuges, and other public lands to enhance recreational opportunities, protect cultural and biological resources, and improve operating efficiencies.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Because land acquisition is a toll that serves a variety of Department programs, designating land acquisition as a "program" was not as informative as originally expected. The effectiveness of land acquisition activities using this Fund will be included in the review of the programs it supports, such as the National Wildlife Refuge System.
  • While the programs using land acquisition generally have clear purposes, the linkage between each program's purpose and the use of land acquisition as a tool is not always clear. The bureaus' methods for prioritizing parcels for acquisition need improvement, as do the Department's methods of prioritization between bureaus.
  • The Department has neither annual nor long-term performance measures that allow for the evaluation of land acquisition efforts.

We are taking the following actions to improve the performance of the program:

  • Developing performance measures for each relevant program that clearly link land acquisition investments to achievement of bureau goals.
  • Obtaining an independent review of current of the priority assessment and ranking system.
