Supplemental Educational Opportunity Grants

The program provides grants to postsecondary schools to supplement need-based Federal Pell Grants in helping students meet their higher education costs. Schools must provide one dollar for every three provided by the government.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Since there are no program-specific performance measures and data, there is insufficient information to determine the effectiveness of this program. The Department of Education is developing performance goals; the program will be reassessed when this process has been completed.
  • The statutory program funding allocation formula does not accurately reflect changes in the population of needy students. The current formula allocates aid largely on the basis of past institutional award levels, benefiting the schools that have participated in the program the longest.

We are taking the following actions to improve the performance of the program:

  • Correcting the funding allocation formula to ensure funds reach postsecondary institutions with the highest proportion of needy students.
  • Collecting data to track program success in increasing the percentage of SEOG recipients who stay in school and graduate.
