This United States Department of Agriculture Forest Service program improves, maintains, and operates facilities, roads, trails, and infrastructures to facilitate recreation, research, fire, and other administrative uses on Forest Service lands.

What This Rating Means |
NOT PERFORMING
Results Not Demonstrated
A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
- The Forest Service has made strides in meeting program objectives, but cannot demonstrate overall program performance in key areas such as safety, condition sustainability and environmental suitability, utilization, and mission dependency. The lack of measures may hinder the agency's ability to guide program performance given limited resources.
- The Forest Service is unable to accurately and completely determine the current condition of facilities, roads, and trails and the estimated cost to correct any deficiencies. The lack of accurate condition surveys leads to instances where funds are not provided to best meet program needs and purposes.
- The Forest Service lacks a strategy to prioritize program improvements, particularly in a 388,000-mile road system which continues to expand even as decommissioning is required to reduce large deferred maintenance backlogs. Management reforms, including an improved incentives structure, will improve disposal of underutilized and unneeded assets.

We are taking the following actions to improve the performance of the program:
- Develop long-term outcome-based performance measures that fully cover the program, including safety, condition sustainability and environmental suitability, utilization, and mission dependency.
- Improve overall data quality and ensure that accurate condition assessment surveys drive management decisions regarding construction, use, maintenance or decommissioning, and disposal of assets.
- Develop and implement a strategy to prioritize road, facility and trail improvements that reflect investment strategies as a common criteria for reducing the deferred maintenance backlog.
