EAC accredits labs that test voting systems. The National Institute of Standards and Technology (NIST) assists EAC with the certification program through its National Voluntary Laboratory Accreditation Program (NVLAP) by providing recommendations to EAC regarding laboratory accreditation. After receiving NIST's recommendations, EAC conducts a non-technical review of the labs, and then the Commission makes the final decision.
