Western is preparing the Big Stone II Power Plant and Transmission Project Final Environmental Impact Statement, including responses to comments received on the Draft EIS and Supplemental Draft EIS.  The Final EIS will be issued in 2009.  You may request a copy of the Final EIS through the online request form

The Final EIS will be published in multiple volumes.

  • Executive Summary
  • Volume I will contain the Final Environmental Impact Statement.
  • Volume II will contain a summary of the public comment submissions received in response to the Draft EIS and Supplemental Draft EIS along with Western's responses to comments.
  • Volume III will contain the Appendices. (Only available at DOE Reading Rooms, public libraries and on the CD-ROM)
  • Volume IV will contain the public comment submissions. (Only available at DOE Reading Rooms, public libraries and on the CD-ROM)

About Big Stone II

The Big Stone II Project involves the construction of an approximately 600-MW, coal-fired generating facility near Milbank, in Grant County, S.D. The Big Stone II generating unit would be located next to the existing Big Stone Plant, and would require new or upgraded transmission lines in the area. Two transmission alternatives are proposed in South Dakota and Minnesota. Voltage on the proposed transmission lines would most likely be 230 kV.
