ORDER DECLINING REVIEW
This matter involves a complaint of discrimination filed by Complainant
Todd Elliott Koger under the Job Training Partnership Act, 29 U.S.C.A. §1501 et
seq. (West 1999). Although the instant matter identifies the Labor Department's
Directorate of Civil Rights as the Respondent, the events that underlie the action stem from
Complainant's employment with the Allegheny County (Pennsylvania) Department of Federal
Programs, which ended in 1989.

In an "Order Dismissing Case for Want of Jurisdiction"
issued October 27, 1999, the Administrative Law Judge (ALJ) presiding over the case
concluded that the Office of Administrative Law Judges lacked jurisdiction to consider the
matter. Complainant has filed Exceptions to the ALJ's Order with this Board.
We have reviewed the ALJ's Order and the record in this case, and decline
to accept the case for review. See 29 U.S.C.A. §1576(b); Secretary's Order 2-
96, 61 Fed. Reg. 19978 (1996).
