NCES 92088 National Education Longitudinal Study of 1988 First Follow-up: Student Component Data File User's Manual Volume II
These NELS:88 files contain data on NELS:88 first follow-up students and schools. The student file also contains dropout data for those students who left school. The user manual will familiarize data users and others with the procedures followed for data collection and processing and provide necessary documentation for use of the files. Volume II of this 2 volume user manual series on the First Follow-UP: Student Component Data File is a companion to User’s Manual Volume I NCES 92-030. Volume I includes technical information and Appendices A through L. Volume II includes questionnaires used in the survey in appendices M though W.

NCES 2006026 Comparing Science Content in the National Assessment of Educational Progress (NAEP) 2000 and Trends in International Mathematics and Science Study (TIMSS) 2003 Assessments
This report describes a study that was undertaken to compare the content of two fourth- and eighth-grade assessments in science: the National Assessment of Educational Progress (NAEP) and the Trends in International Mathematics and Science Study (TIMSS). The report provides information that will be useful for interpreting and comparing the results from the two assessments, based on an in-depth look at the content of the respective frameworks and assessment items. The report draws upon information provided by the developers of the assessments, as well as data obtained from an expert panel convened to compare the frameworks and items from the two assessments on various dimensions.

NCES 2006066 Impact of Monetary Incentives and Mailing Procedures: An Experiment in a Federally Sponsored Telephone Survey
The National Household Education Surveys Program (NHES) includes a series of random digit dial (RDD) surveys developed by the National Center for Education Statistics (NCES) in the Institute of Education Sciences, U.S. Department of Education. It is designed to collect information on important educational issues through telephone surveys of households in the United States. This report describes an experiment conducted in NHES:2003. The goal of the experiment was to test the effectiveness of various levels of incentives in gaining increased initial cooperation, refusal conversion, and overall unit response rates. Approximately 79,000 telephone numbers were included in the experiment. The results of the experiment indicate that small cash incentives, used during initial contact stages of the interview process (the Screener stage), can be effective in improving unit response, at least for NHES collections.

NCES 2006166 1993/03 Baccalaureate and Beyond Longitudinal Study (B&B:93/03) Methodology Report
This report describes the procedures and results of the full-scale implementation of the B&B:93/03 study. Students who earned a bachelor's degree in 1992-93 were first interviewed in 1993 and then subsequently in 1994 and 1997. This is the final follow-up interview of the B&B:93 cohort, 10 years following completion of the bachelor's degree. The results of this study offer an opportunity to assess the value of a baccalaureate degree at a time when sample members are becoming established in their careers. Specific topics of interest include length of time to complete a baccalaureate degree, the pursuit of additional postsecondary education beyond a bachelor's degree, and employment outcomes.

NCES 2006471 Key Concepts and Features of the 2003 National Assessment of Adult Literacy
The 2003 National Assessment of Adult Literacy (NAAL) is the first assessment of the nation’s progress in adult literacy since the 1992 National Adult Literacy Survey (NALS). The 2003 NAAL is a complex assessment with several components and various types of data. The primary purpose of this publication is to describe this assessment’s key features and data types. The publication reviews key elements carried over from the 1992 assessment, including a “functional” view of adult literacy and three distinct literacy areas (prose, document, and quantitative). It also introduces critical new aspects of the 2003 assessment, including new performance levels that are used to report results and new components that provide expanded data about the least-literate adults and the role of basic skills in adult literacy performance.

NCES 2005175 Integrated Postsecondary Education Data System Data Quality Study
The purpose of this study was to assess the quality of IPEDS data that were collected using web-based data collection procedures in 2002–03. The evaluation used information originally collected from Title IV institutions in 2002–03 and new or modified information collected by the Prior Year Data Revision System in 2003–04. Additionally, the evaluation used information from the Thomson Corporation (Thomson Peterson data) to assist in the assessment of IPEDS data when compared to data collected by non-IPEDS sources. The study compared data collected at two different data collection points for eight IPEDS components: Tuition and Price, Employees by Assigned Position, Completions, Enrollment, Student Financial Aid, Finance, Salaries, and Graduation Rates. Within each component, the analyses examined: the number of institutions making changes, the types of changes made, the magnitude of changes, and the impact of changes to published data. Based on revised submissions by eligible Title IV institutions it was concluded that IPEDS data for the 2002–03 academic year were accurate. Very few institutions modified their submissions and among those that did, the magnitude of the change had very little impact on originally reported data. Additionally, information was more likely to be found in IPEDS than in Thomson Peterson. Given that Thomson Peterson is one of the largest postsecondary databases, results tend to confirm the perception that IPEDS is the most comprehensive data system available for information related to postsecondary education.

NCES 2005484 NAEP 1999 Long-Term Trend Technical Analysis Report: Three Decades of Student Performance
This technical report describes the design and implementation of the National Assessment of Educational Progress (NAEP) 1999 Long-Term Trend (LTT) Assessment. The NAEP LTT assessments, first administered in 1969, are intended to measure student progress over time. Consequently, the assessments use questions and procedures that are similar as possible across years and are maintained separately from the main and state NAEP assessments. Information on sample design, scoring, item analyses, IRT scaling, plausible value generation, and scale construction are provided for the reading, mathematics, and science assessments.
