The Oregon Secure Health Alert Network (or HAN) is funded by the US Centers for Disease Control and Prevention (CDC ). Additional federal funding from the Health Care Preparedness Program is allocated in support of HAN's affialiated information system known as HOSCAP (Hospital Capacity Web Site).

The HAN is a secure web portal comprised of several dynamic web applications.  Its primary purpose is to process, push, and archive health and disease information throughout the public health system.  Typically, the system is used to share routine environmental health, epidemiological, and laboratory information.  The system also gives Federal, State, and local agencies the ability to rapidly (and securely) push emergency health notifications to partners throughout the state.

 

In addition to health messaging, the system monitors, in real-time, Oregon Hospital and Emergency Department Data via HOSCAP, a build-on web system in HAN.

 

The HAN system also provides a system for pre-registration of Oregon Healthcare Volunteers, known as "SERV-OR" in Oregon.  It is Oregon's Federal ESAR VHP Program. 

 

Another tool developed and maintained on the Secure HAN is the State of Oregon Public Information Officer Virtual Joint Information Center (V-JIC).

Membership to Secure HAN requires approval at the state level or from your county, tribal, or hospital HAN-HOSCAP Administrator. 

 

Please note: Not all membership requests are approved - this network is for internal communication and collaboration purposes only. All requests must be processed at the State level to avoid duplication.  All HAN accounts fall under both CDC Federal PHIN and Oregon Department of Human Services - Information Security Office (DHS-ISO) security and use policies.

Why we're here

 

The HAN Program is part of the CDC National Health Alert Network System and is a key component of the Public Health Information Network (PHIN).  Currently the CDC HAN project is a strong national effort.  It is an effort to improve public health communication among state and local public health agencies, hospitals, labs, and tribes in Oregon. 
  • Health Information Systems Capacity
  • Health Alerts and Advisories for Oregon and border partners from CDC and the Oregon Public Health Division
  • Public Health Business Communications
  • Environmental Health / Epidemiological information processing and messaging 
  • Communications Systems - Rapid, Secure, web-based
  • Partner Communication (PCA) 
  • Outbreak / Communicable Disease Reporting and Information (via ORCD)
  • Disaster Preparedness Radio Systems and emergency communications.
  • Emergency Operations Center Technical Support (AOC-EOC)
  • PHIN CRA - Countermeasure and Response Administration - which includes technical oversight of SNS, Strategic National Stockpile distribution (should it be deployed in Oregon) and the use of OpsCenter within the the Healthcare Delivery System.
  • Integration of all PHIN Cross Functional Components (CFC), including: Outbreak Management (with ACPD), Connecting Lab Information Systems (with OSPHL LIMS), Early Event Detection (with ACDP), and CRA (Immunization Program - Office of Family Health)
  • Coordination for the SERV-OR Healthcare Volunteer Registry - State and Local Medical Reserve Corps (MRC and ESAR-VHP)
  • Hospital Preparedness HAvBED standard and supplies tracking / capacity reporting (HOSCAP)

What we do

  • Survey the public health system to assess IT/IS capacity and security.
  • Distribute federal grant funds to purchase needed equipment, based on approved plans.
  • Work with local health agencies to improve the communications with the Oregon Public Health Division and local and state public safety. We have established real-time, 24/7 communications capacity among the Federal government (CDC), the Oregon Department of Human Services, and every Oregon county health department and Hospital.
  • Coordinate with other Public Health initiatives related to technology or infectious disease control, including the Acute and Communicable Disease Program (ACDP) and the Oregon State Public Health Laboratory (OSPHL) 
  • Collaborate with neighboring states to provide an interoperable framework for disease reporting. 
  • Maintain and Manage the HOSCAP system within the HAN Network. 
  • Maintain the Oregon Public Health Division Virtual Joint Information Center (V-JIC).
  • Manage the Oregon Public Health and Medical ESF-8 Agency Operation Center's (AOC) IT-Communications Platform.
  • Work closely with the Laboratory Response Network (LRN) Platform to maintain a synchronized approach to Chemical and Biological event communication.
  • Collaborate with Oregon Emergency Management (OEM), Oregon Department of Agriculture (ODA), and other state agencies to ensure congruent and timely health information is accessable and available to the healthcare and scientific community. 
  • Provide a secure, access controlled Public Health Library and Strategic Emergency Response Plan Repository.
  • Provide resources for a statewide all-hazards public health IT/IS contingency plan.
  • Ensure technologies implemented for disease control and disaster preparedness are secure, redundant, and reliable. This includes remote sites beyond state boudaries.
  • Work with Oregon Medical Reserves Corps. for implemenation of SERV-OR.

Since the beginning of the project, significant improvements have been made throughout the State. Our goal is to ensure that all local and state health agencies have access to the technology needed for rapid communications, disease reporting, and the dissemination of preparedness education and training.  Federal funding has enabled this vision to become a reality in Oregon.

 

The Oregon Secure Health Network Program is a joint collaboration between the Oregon Public Health Division and the Oregon Conference of Local Health Officials (CLHO).  Together, the Oregon Public Health Division and CLHO operate a seamless system that can be accessed on a 24-hour, 7 days per week basis.

The HAN network includes core staff from the Office of the Public Health Director and the DHS Office of Information Services (OIS) who work in cooperation with key staff at the Oregon State Public Health Laboratory (LRN), the Office of Disease Prevention and Epidemiology, the Acute and Communicable Disease Prevention (ACDP) Program, the Office of Family Health Immunization Program, and the Office of Environmental Public Health to maintain the network and its content.

 

The PHEP Liaison Program assists the HAN team with local implementation.
