Oregon State Hospital 

 

Oregon State Hospital, with campuses in Salem and Portland, is the state's primary state-run psychiatric facility for adults. The State Hospital delivers high-quality inpatient psychiatric and medical care to patients through Forensic Psychiatric Services for patients who are judged guilty except for insanity and Psychiatric Recovery Services for civilly committed patients. The hospital is accredited by the Joint Commission on the Accreditation of Health Organizations.

Oregon State Hospital Programs

 

Forensic Psychiatric Services (FPS)

FPS consists of 334 budgeted hospital-level beds on 10 units, and 100 budgeted residential-level beds on three units. Based on court orders, under Oregon Revised Statutes, FPS conducts psychological and psychiatric evaluations, including determination of an individual's ability to aid and assist their attorney in a trial and determination if a mental disease or defect limits a person's criminal responsibility. These evaluations are done on either an outpatient or inpatient basis, depending on individual needs. FPS provides care and treatment to adults found to be guilty except for insanity and sentenced to supervision by the Psychiatric Security Review Board. FPS also provides treatment to restore fitness to proceed in a trial to persons who were determined not competent to aid an assist their attorney.

 

Psychiatric Recovery Services (PRS)

PRS consists of 247 budgeted hospital-level beds on nine units, located on both a Salem campus and a Portland campus. Five units serve adult patients who have been civilly committed to the hospital due to serious and persistent mental illness, one unit serves as a medical unit serving patients from all areas of the hospital who have a physical illness or other medical need, one unit serves patients who have suffered brain damage, and two units serve general geriatric patients.

Organization of Oregon State Hospital

 

Oregon State Hospital operates under the direction of the Department of Human Services, Health Services, Office of Mental Health and Addiction Services. The hospital is accredited by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO).

 

The current capacity is 704 beds, which will be reduced to 681 with the planned closure of an adolescent unit. The hospital employs approximately 1,100 employees. The hospital is funded by both state and federal funds. Patients are billed for their cost of care according to their ability to pay. The 2003-2005 budget was approximately $180 million.

The hospital's affiliation with professional schools includes students and interns at the hospital from schools of Psychiatry, Nursing, Psychology, Social Work, Occupational Therapy, Therapeutic Recreation, Music Therapy, Art Therapy, and Clinical Pastoral Education.

Pastoral services are provided by Protestant and Catholic chaplains who meet with patients as requested and hold weekly religious services in chapels located in Breitenbush Hall (Bldg. 35) and Cascade Hall (Bldg. 48), as well as in other program areas where patient movement is restricted. Services are also conducted at Oregon State Hospital - Portland.

The Business Office, located in Siskiyou Hall (29 Building - Administration), is where patients' money is deposited and withdrawn as needed.

The rehabilitation services department includes therapeutic recreation, occupational therapy, music therapy, art therapy, physical therapy, dance therapy, outdoor adventure, patient library, canteen, barber, and beautician services, and various recreational facilities. Also included are a range of vocational services including prevocational groups, a patient pay program, the Salem Rehabilitation Facility sheltered workshop, and services from vocational rehabilitation counselors. All treatment services are individualized for each patient.

The Billings and Collections Office (Bldg. 53) (503-945-9840) gathers financial information from patients to determine their ability to pay for their cost of care.

Interpretive Services are available to all patients needing language or hearing impairment assistance for participation in the treatment process. Oregon State Hospital supports and addresses the diversity of our staff and consumers.

The History of Oregon State Hospital

 

Oregon State Hospital opened in 1883 at its present location in Salem and has played a key role in the development of public mental health services for the state.

 

For the first 75 years, the number of patients continued to increase despite the establishment of other state facilities. The patient population peaked in 1958, with 3,545 patients. The following years saw a dramatic decline in numbers as part of the deinstitutionalization movement across the country.

 

Columbia Park Hospital, The Dalles, opened in 1959 and Dammasch State Hospital, in Wilsonville, opened in 1961. By 1979, Oregon State Hospital had fewer than 1,000 patients, and reached a low of 525 in 1977. The current budgeted capacity is 704 beds.
