It is the policy of the Federal government to ensure a drug-free workplace, and to offer, as appropriate, prevention and treatment programs and services for substance abuse among Federal employees.

DOI organizations must establish drug-free Federal workplace programs, including an Employee Assistance Program (EAP) as an essential element in achieving a drug-free workforce. DOI organizations should give employees who have drug and/or alcohol problems an opportunity, as appropriate, to seek rehabilitation, resolve their problems, and become fully productive members of the workforce.

DOI organizations must refer all employees found to be using illegal drugs to the EAP for assessment, counseling, and referral for treatment or rehabilitation, as appropriate. These drug and alcohol abuse programs may be made available to the families of employees and to employees who have family members who are drug or alcohol abusers.
